LLOYD C. WILLIAMS is president of Dr. Lloyd C. Williams, Consultants, an individual and organizational assessment and development human resource management consulting firm in Oakland, California./e He has advised governments and private organizations in Washington, Oregon, California, Arizona, Alabama, and Nevada, including numerous academic and health institutions and private corporations.
